WASHINGTON – The Department of Defense is proposing to amend its acquisition rules to update the policy and procedures for use of its supplier risk analysis system.

The rules for the Supplier Performance Risk System (SPRS) are set forth in the Defense Federal Acquisition Regulation Supplement (DFARS).

The SPRS receives quality and delivery data from government systems to calculate on-time delivery scores and quality classifications. The risk assessment reportedly will be used to evaluate supply and service quotes and offers, including solicitations using part 12 procedures for the acquisition of commercial items.

The system generates three risk assessments using SPRS Evaluation Criteria and calculations at https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf.  

The three risk assessments are item risk, price risk, and supplier risk. SPRS generates the probability a product or service will bring counterfeit or nonconforming material into the DoD supply chain and flags the items. SPRS collects pricing data from government sources and calculates the average price paid, generating a fair price range. SPRS also calculates a supplier risk score for contracting officers to compare competing suppliers.
