MAHARASHTRA, INDIA -- Nearly 11 months have passed since Foxconn announced plans to invest $5 billion in new manufacturing hubs in India. 

Yet local officials are reporting the world's largest ODM/EMS has yet to even apply for land, and communication with the company has slowed as well. 

PC Tablet of India today reported the company has not applied for land for a planned R&D facility According to PC Tablet, Foxconn has options on a 2,000-acre land in Khopoli and 600 acres in Chakan. A massive leased campus in Navi Mumbai is also idle, the site reported.

"Maharashtra Industrial Development Corp. (MIDC) official said that it still awaits formal application for land from Foxconn and also no communication with regard to the commencement of production of mobile phones from Navi Mumbai facility has been made to them," the site said.

Earlier this year, Foxconn said it would start with a pilot site in Maharashtra, with manufacturing scheduled to launch by year-end. At this point, it looks like that's not going to happen.
